Primary Purpose:
Administer the daily operations and activities associated with the utilities division. Provide a safe and attractive atmosphere and contribute to operational excellence in programs including but not limited to: heating, ventilation and air-conditioning (HVAC), refrigeration, Energy Management and Fire Alarm Safety. Contribute to the success of other divisions including electrical, plumbing, safety, and compliance.
Qualifications:
Education/Certification
High School Diploma or GED, required
Bachelor’s Degree, preferred
Related training and experience may be considered in lieu of degree
License(s) or certification(s) as HVAC, plumber, or electrician, preferred
Valid Texas Class C driver’s license and proof of insurability with District insurance carrier
Special Knowledge/Skills
Demonstrated skills and abilities related to HVAC, refrigeration, plumbing, electrical and Fire Safety Equipment
Demonstrated ability to interpret and apply laws, policies, procedures, regulations, and codes
Technical and specialized expertise in analyzing, designing, and implementing programs for providing solutions to complex mechanical, structural, and administrative issues
Operational knowledge of tools and equipment used in utilities maintenance
Ability to lead, supervise and evaluate personnel
Strong organizational, communication (verbal and written), and interpersonal skills
Proficient computer skills
Bilingual Spanish, preferred
Ability to utilize technology resources relevant to position
Experience
Minimum five years skilled mechanical trade experience
Minimum five years related supervisory experience in the educational environment, preferred
Management level experience in construction industry, military, or governmental agency may be considered
Major Responsibilities and Duties:
Operations and Maintenance
- Administer the daily operations of the utilities maintenance program and all work associated with services and mechanical infrastructure involving equipment associated with HVAC, refrigeration, fire safety, electrical, plumbing, and safety.
- Review, coordinate, prioritize, schedule, execute and inspect utilities maintenance projects.
- Assign, oversee and conduct quality reviews on utilities personnel workmanship and update supervisors on costs and progress.
- Maintain and coordinate routine utilities maintenance schedules.
- Oversee and implement the preventative maintenance program for the utilities division.
- Inspect facilities on a regular basis to determine that a high standard of workmanship, cleanliness, and safety are maintained.
- Organize and timely process job-related paperwork including work orders, invoices, project analysis, requests for information, payments, inspections, personnel evaluations and other correspondence.
- Develop short-range and long-range plans for repair and replacement of equipment based on safety, necessity, code compliance, and costs.
Personnel Management
- Assist in selecting, training, supervising, and evaluating personnel and providing input relative to assignment, retention, discipline, and dismissal.
- Maintain utilities maintenance training programs that enable staff to develop and improve skills and attain knowledge of advancements and improvements in building crafts and technology.
- Demonstrate and encourage teamwork and positive staff relations.
Communication
- Communicate effectively with principals, department directors, and other personnel responsible for directing the district’s educational and extra-curricular programs to update them on status of projects that affect conditions in and around schools and facilities.
- Promote an image of service, dedication, and dependability within the Facilities Department to students, staff, and the community.
- Promote teamwork and a spirit of cooperation and high morale with Facilities Department supervisory staff and throughout the department.
Other
- Respond in a timely manner when contacted regarding urgent situations or emergencies (during or outside of normal business hours)

Safety
- Address the proper handling and disposal of hazardous waste and/or toxic materials when performing and completing assigned tasks.
- Actively promote District safety training and education programs, safe working habits, and safe working conditions at all times.
- Contribute to the prevention of accidents and injuries by observing safety rules and District policy, practicing the principles and skills taught in safety training, wearing personal protective equipment as required, reporting injuries and incidences immediately to supervisors, and being proactive in the ongoing efforts to improve and maintain workplace safety.

Supervise and evaluate the performance of utilities employees within the maintenance department.
