JOB TITLE: Senior EL Programs Lead

WAGE/HOUR STATUS: Exempt

FUNDING SOURCE: Local

REPORTS TO:  Executive Director of Teaching and Learning

PAY GRADE:  Admin 04    

DUTY DAYS: 220

DEPARTMENT:   Bil/ESL & Language Services

PRIMARY PURPOSE: Assists in leading, planning, coordinating, and supporting the Bilingual and ESL programs in the district. Designs and implements robust professional learning experiences that are aligned to state, district, department, and campus goals. Partners with educators to grow capacity through timely, intentional, and personalized coaching plans that address the needs of language learners to increase student achievement. Collaborate with teams to build on shared knowledge with the intention to incorporate research-based, data-driven instructional support for language learners. Interprets, administers, and assists in the submission of all local, state, and federal regulations, rules, policies, and administrative directions pertaining to Bilingual Education, Second Language Acquisition, and the State of Texas English Language Learner requirements. 

 

QUALIFICATIONS:

 

Minimum Education/Certification:  

  • Master’s Degree in an education related field
  • Valid Bilingual or ESL teaching certificate (preferred)
  • Valid Texas mid-management administrator certification, principal certificate, or equivalent (preferred)

 

Special Knowledge/Skills:

  • Advanced knowledge of the design and implementation of Bilingual/ESL Programs preferred
  • Advanced knowledge of designing, and facilitating ongoing professional learning related to the BIL/ESL Programs across content areas
  • Knowledge of methods and techniques of instruction for second language acquisition
  • Knowledge of curriculum and staff development best practices related to second language acquisition
  • Organized and capable of meeting timelines and deadlines
  • Excellent oral and written communication skills
  • Excellent interpersonal skills 
  • Specific knowledge of education laws, policies, procedures, and effective teaching practices for EL students
  • Specific knowledge of the English language Proficiency Standards and Linguistic Accommodations
  • Specific Knowledge of the Proficiency Level Descriptors (PLDS)
  • Knowledge of methods, and techniques for making content more comprehensible for EL students
  • Deep understanding of the curriculum
  • Ability to interpret district policies (local, state, and federal) EL program
  • Ability to conduct deep data analysis and create plans for instructional targets based on identified needs
  • Ability to articulate program goals to district and community stakeholders
  • Ability to work cooperatively with others
  • Experience with implementation of district-wide or school-wide initiatives in a leadership role

 

Minimum Experience:  

  • At least three (3) years successful experience as a teacher serving EL students
  • A minimum of three (3) years’ experience in administrative or supervisory position (preferred)
  • A minimum of three (3) years’ experience as a Bilingual or ESL classroom teacher (preferred)

MAJOR RESPONSIBILITIES AND JOB DUTIES:

 

Instructional Management:

  • Assist in the implementation, coordination, and support of the EL Programs with other programs, including Dual Language Programs
  • Assist teachers in understanding assessment results and how to use those results for targeted instructional planning using best practices as identified in research,
  • Assist campuses in the implementation of campus improvement plans to decrease the academic performance gaps between EL students and other student groups
  • Assist in writing, implementing and evaluating state and federal projects
  • Provide professional learning opportunities for current Bilingual/ESL staff and teachers in need of BIL/ESL certification
  • Provide technical support to principals, and other administrators in what to look for in effective EL classrooms
  • Conduct classroom snapshots, instructional rounds and/or walk-throughs for the purpose of identifying patterns in instructional practice across grade-level and/or campuses
  • Create plan for enrichment opportunities for EL students through optional extended year activities
  • Conduct a needs assessment for the BIL/ESL programs that service EL students
  • Ensure accurate translations are prepared by appropriate staff

 

School/Organizational Climate: 

  • Demonstrate sound interpersonal skills in relating to district staff, principals and the community
  • Work with principals, and counselors to create an open, cooperative atmosphere for effective communication

 

School/Organizational Improvement

  • Assess the effectiveness of testing programs in relation to EL programs
  • Promote high expectations for teachers and students
  • Work with other members of the core content support staff to better serve needs of EL students
  • Coordinate, prepare and implement and/or conduct professional development activities for departments, campuses and the district

Personnel Management

  • Assist in the recruitment and selection of highly qualified EL staff

 Student Management: 

  • Facilitate development of criteria for proper student placement
  • Ensure that appropriate support services are made available to students who are English learners
  • Assist teachers with planning for total participation techniques

School/Community Relations:

  • Interpret school programs for interested community members
  • Speak to various community and civic groups
  • Submit information to the Department of Communications and Marketing for various news media
  • Plan, prepare and/or participate in community projects designed to display educational achievement

Professional Growth and Development

  • Review current trends in education
  • Join, participate in, and work on committees associated with professional organizations
  • Search for and evaluate new materials and programs relative to scientifically-based research and evidence-based practice requirements of ESSA

Mental Demands/Physical Demands/Environmental Factors:  Must demonstrate the ability to communicate effectively (verbal and written). Should be able to interpret procedures and analyze data for decision-making. Frequent in-district and occasional in-state or national travel. Occasional prolonged and irregular hours.
