Description | PRIMARY PURPOSE: Supervise, manage, direct, and administer the Facilities and School Support Departments to ensure that all equipment and facilities are kept in a good state of repair and/or appearance, and operated on an on-going basis, efficiently and effectively to provide a desirable environment for the learning process, at all times, throughout the district. Facilities Department includes the management of maintenance, grounds, energy management, regulatory compliance, operations, and warehouse. Assist immediate supervisor to effectively coordinate all facility services maintenance including district planning, budgeting, and procurement of goods and services in support of the District's strategic plan.
QUALIFICATIONS:
Minimum Education/Certification:
Bachelor’s and/or Master’s degree from an accredited institution preferred
Special Knowledge/Skills:
- Knowledge of the basic principles of construction, school plant maintenance, and energy management, custodial services, and warehouse operations
- Knowledge of laws, rules, and regulations and codes applicable to buildings, products, equipment, health and safety, and personnel management
- Knowledge of principles of K-12 school maintenance and operations
- Ability to manage budgets and personnel
- Excellent organizational, communication, public relations skills, problem-solving, and conflict resolution skills, and interpersonal skills
- Ability to exercise judgment in decision-making
Minimum Experience:
Five (5) years of experience in maintaining a large plant or building, including a minimum of (3) years of supervisory experience in maintenance and custodial operations. Such alternatives to these qualifications as the Superintendent may find necessary or appropriate.
MAJOR RESPONSIBILITIES AND DUTIES:
Instructional Management:
- Ensure that facilities activities are supportive of the instructional goals of the district and help in accomplishing the mission of the district
- Maintains a safe, clean and orderly environment in all facilities to create a positive learning and teaching climate
- Communicates and coordinates with campus principals regarding facility needs, maintenance projects and maintenance staff assigned to campuses
School/Organizational Climate:
- Promote a positive, caring climate for working and learning
- Deal sensitively and fairly with persons from diverse cultural background
- Provides principals and administrators with appropriate information regarding maintenance projects and schedules
- Establishes and maintains an environment which is conducive to positive staff morale and directed toward achievement of the District's goals

Personnel Management:
- Communicates and promotes high expectation levels for staff performance in an enabling, supportive way; provides proper recognition of excellence and achievement
- Establish, clearly communicate and promote to all Facility Services employees an expectation of uncompromising ethics and integrity in the areas of personal conduct, business relationships, and use of district assets
- Develop training options and/or improvement plans to ensure the best operation in the area of facilities, energy management, custodial services, and warehouse
- Evaluate job performance of employees to ensure effectiveness
- Make sound recommendations relative to personnel, placement, transfer, retention, and dismissal
Administration and Fiscal/Facilities Management:
- Direct and manage the facilities, custodial, energy management, and warehouse departments
- Ensure that programs are cost effective and funds are managed prudently
- Compile budgets and cost estimates based upon documented program needs
- Develops budgets for each Maintenance department based on documented program needs, district growth, personnel and other fiscal needs; implements programs within budget limits; maintain fiscal control; accurately reports fiscal information
- Assists the Purchasing Department in developing specifications for bids, competitive sealed proposals (CSP) and requests for proposals (RFP) for goods and services used for the maintenance of District facilities
- Assists in the evaluation of bids, CSP's and RFP's for Board of Trustees recommendations
- Coordinates scheduling all contracted maintenance work
- Implement the policies, established by federal and state law, State Board of Education rules, and the local board policy, in the area of facilities management, custodial management, and warehouse operations
- Compile, maintain, and file all reports, records, and other documents required
- Develop and maintain written departmental procedures for the facilities, custodial, and warehouse management operations as applicable to maintenance of all buildings and equipment in the district
- Receive and process work orders for the repair, maintenance, and custodial care and cleanliness of buildings and grounds
- Prepare plans and specifications for contracted repair work, site improvement, and custodial supplies/equipment as applicable to the Facilities & Operations Departments for submission to the purchasing department for bids
- Plan and submit requests for the inventory and stock control program for equipment and supplies
- Approve all bills for payment funded by department’s budgets
School/Community Relations:
- Articulate the district’s mission and goals in the area of facilities, energy management, custodial operations and warehouse management to the community and solicit its support in realizing the mission
- Participate in community activities, to the extent feasible and appropriate, that foster rapport and mutual respect between the district and community
Professional Growth and Development:
- Develop professional skills appropriate to job assignments
- Provides appropriate training opportunities to build leadership capacity and skill sets of Maintenance personnel
- Develops and implements a training program of procedures, safety equipment use and working skills for personnel assigned
- Seeks, accepts, and responds to evaluative feedback from subordinates, peers, and supervisors
- Ensures that all staff requiring a license and/or certification maintain the license and/or certification as per the individual requirements of licensing/certification entity
- Demonstrate behavior that is professional, ethical, and responsible, and serve as a role model for all district employees and staff

WORKING CONDITIONS:
Mental Demands/Physical Demands/Environmental Factors: Must maintain emotional control and exercise reasoning and problem-solving skills while under stress. Must demonstrate ability to communicate effectively (verbal and written). Should be able to interpret procedures and analyze data for decision-making. Frequent district wide travel. Ability to drive in severe weather conditions. Ability to climb ladders, stoop, and/or crawl. Visual acuity. Ability to conduct on-site inspections of all maintenance facilities and construction projects. Occasional prolonged and irregular hours.
Safety: Contribute to the prevention of accidents and injuries by observing safety rules and District policy, practicing the principles and skills taught in safety training, wearing personal protective equipment as required, reporting injuries and incidences immediately to supervisor, and being proactive in the ongoing efforts to improve and maintain workplace safety.
